Can i still get help from financial aid if it takes me 5 years to get BA instead of 4?

I know there's a max of sub and unsub loans from the gov per year for 4 years, but if i'm only taking 12 credits per semester, it would take me 5 years to graduate. On my 5th year, can i still get loans from government?

It depends on your school's satisfactory academic progress (SAP) requirements.

The U.S Department of Education requires each school to set up a SAP policy. Each school has one, and once you reach a certain point in that policy, you will no longer be eligible for federal student loans, or any other type of federal student aid.

Go to your academic advisor and/or financial aid office and ask them this question. They will be able to tell you for certain if you'd be able to get aid during your 5th year.
