How can the former colonial power address or help the spread of aids in Africa?

Well they know the government administration and how things work so if it was down to developing and implementing a scheme combined with some education then an ex colonial power should have the ability.

However it is often down to personal will power as well as having a condom. You cant force people only educate them. So far it has worked in some places not others.

As harsh as this may seem, there may be no redemption for rapists who cannot figure out how to put on a condom in spite of repeated efforts to instruct them to do so at their own peril. Evidently this may be an evolutionary paradox.
