Since our U.S. govt. insists on giving billions in aid 2 foreign countries-may our states apply as well?

If our states got half as much money as we give to foreign countries there would be no one without healthcare, a nice place to live, food, and anything and everything else that people are going without right now everyday.
The government gives the states far more than they give foreign countries.
That sure would be nice..,, let me know! I think every time we give the Palestinians money we should Israel and if we do that we should do it for our own people, HERE! Our states are so broke we have the illegal situation! We are not going no where! down hill.............. .. .
