Dogs can have allergies and can even get 'colds' (dogs can pass bugs/illnesses to each other...). Our dogs have always had allergies to things like pollen and such, and that causes them to itch, sneeze, etc. To relieve our dogs' allergies, we have always given them Benadryl, for it is harmless to dogs if given in the right dosage (our vet even prescribed Benadryl to our dogs for their allergies). Dogs can also get things like 'colds' in a way, but not in the exact same way as humans...

Your dog could just have allergies or a 'cold,' but he could also have something else. I obviously cannot diagnose your dog over the internet, but when you said that your puppy has "greenish boogers" in both eyes it sparked my attention. Perhaps that could simply be a symptom that your dog gets with allergies. However, if the "boogers" in his eyes are like a discharge and perhaps sort of creamy/runny, then that is sometimes a symptom of something like Distemper or some other medical problem. If your dog has any other symptoms, such as vomiting, diarrhea, coughing, etc., then take your dog to the vet.

If your dog has any worrisome symptoms, then a trip to the vet would benefit him greatly. Even if it just something like allergies, a vet would be able to give you advice (a vet would be able to give suggestions as to what would be best to do for your specific dog if he has allergies, etc.). If you're worried about your dog in any way, then do take him to the vet. "Greenish boogers" do not mean he has a terrible disease, but it also doesn't mean that he doesn't. He could simply have allergies, or it could be something completely different. So, especially if your dog is showing any other symptoms, then consider perhaps setting up a vet visit for him.

He needs to go to a vet. Could be a number of things: allergies, conjunctivitus, for a couple things.
Make sure his puppy food does not have wheat in it. That is one of the most common allergies dogs have. Look at the list of ingredients and make sure that a 'meat' is the number one item on the list and it isn't full of 'fillers' or 'byproducts'.
Get him to the vet asap

Yes it is very common for animals to have allergies and they can also get different virus' so go see a vet and get some antiobiotics
