Why is a glococorticoid and beta adrenergic agonist both used in treating asthma? What is the difference be?

B2's are bronchodilators. They work to dilate the smooth muscle of your airways. Less constriction means more airflow.

Steroids work differently insomuch as they reduce inflammation which also lessens constriction of the airways, but in a different manner then relaxing of the smooth muscle.
