Is their a program to help people suffering from bipolar disorder to pay for their recovery?

Not that I'm aware of. However, the community mental health clinics in the US offer free or low-cost services for low-income people; look in your phonebook under Government Services - County. Also, if you are prescribed brand-name medication, the drug companies have "patient assistance programs" that will supply free medication if you fill out a form and can prove you don't have the income (or insurance) to pay for their medicine the usual way. What do you mean by recovery? Bipolar doesn't go away. You can get treatment that will help you manage your symptoms. Do you have a local hospital? Call your Dept of Mental Health if you live in a place where they have one.
exactly what Goldielocks said. I am a bipolar and it cannot be cured. You can manage it with medication and some behaviour therapy. And that is more than enough in the condition as well.
