What kind of advice can I give my neighbor's dad about her bipolar disorder?

I have a SEVERELY bipolar neighbor who sometimes goes out in the street and yells. She wakes me up at night yelling. Her brother just died and of course that triggered her off big time.
I talked to her dad on the phone. He seems to take me seriously. How can I convince him to hospitalize her?
She of course refuses any treatment. I called the police and they would have taken her had her dad signed for hospitalization.
We live in France and the field of psychology is not as advanced.
What should I tell him?
I'm not scared of her, but I am younger than her and she does not like me. I regret having got involved. One time she called me princess b/c she thinks I am just a privileged young girl.
I feel vulnerable.
I live alone she is my only neighbor. She wakes me up every night lately with her yelling.

Hi I am in England and lets face it the NHS is rubbish when she goes out yelling have you ever called the police as they can make her go to hospital and see if she is fit to be on her own. If you tell them you don't want her knowing its you that is calling they normal don't say anything but they have had complaints about her yelling and stuff. I think you should keep on at her dad and make it clear that you can't keep it up not sleeping because of the noise and stuff going on. I wish you luck. take care

Sometimes people resist hospitalization because they fear for the worst. She clearly needs medication to stimulate her. I would tell him that there is no other way around treating somebody unless a firm hand is given. I agree hospitalization is necessay. Let her father know that when hospitalized, she will get a certification saying how long they will keep her. He will be able to visit her whenever, and when the condition starts to improve, she will be allowed to go on day passes. I hope this helps.

there is a very good success story on curezone.com about bipolar, read it
there are many ways (natural) that you can help her
read alternative mental health on google

relay this to your neighbor's dad

Bipolar disorder is serious. she needs therapy and meds. there are several good ones out there, but I don't know if they are available in France.
