If you have high-grade cervical dysplasia do you have cancer cells?

I have high-grade cervical dyplsasia. There are 3 stages before it becomes invasive cancer i was told mine is CIN 2 Or CIN 3. If you have CIN3 does that mean you have cancer? Some say no, some say its only pre-cancerous an some say yes.

there is a fine line between CIN3 and development of frank Cancer , as CIN1 to 3 means intra- epithelial cancer meaning that the cells did not invade the basement membrane on top they grow , High grade is abnormal cells encopassing the whole thinkness of the epithelium and is at high risk of invading the underlying membran yet some of them might regress .
