My elder brother is in a rehab centre being treated for psycotic depression due to excessive alcohlism.His wife dosen't bother i am the only one treating him and paying all bills can i possibly put any claim on her wife if my brother when cured decides to divorce her.

Have you ever considered how much his wife must have suffered due to his excessive alcoholism? It is extremely callous to even think of claiming from his wife on the assumption he will divorce her. It seems that you want him to divorce her, whereas if he is cured, they might even enjoy a happy life together.
If you resent paying the bills, stop doing so. Alcoholism is self inflicted. Unless your brother himself wants to get out of it, he wont. This is the principle of Alcoholics Anonymous.
