Do type 1 diabetics have a "pre diabetes stage" before they are diagnosed?

Absolutely not.

Type 1 diabetics may experience a 'honeymoon' phase where their pancreas temporarily produces insulin- a pleasant and often short-lasting little trick, occurring before or soon after the diagnosis.

This isn't pre-diabetes, though. It is simply the development of type 1 diabetes.
