Howcome it takes longer for cuts and wounds to heal for a person with diabetes?

First is the circulation issue. Circulation is how your body gets oxygen to all the tissues.
Oxygen is needed for healing. Uncontrolled diabetes leads to poor circulation, therefore healing is slowed because of insufficient oxygen getting to the site of injury.

Next is the actual problem of having a high blood sugar level. When your blood sugar is high, it means that you literally have too much sugar in your blood stream. Sugar is a wonderful breeding ground for bacteria and yeast to grow. So open wounds are more likely to become infected, which also slows the healing process.

Uncontrolled diabetes is actually the leading cause of lower leg amputation because of it's direct connection to the poor circulation and risk of infection that's associated with it.

Diabetics have less feeling in the extremities of their arms and legs and less blood saturation. This means that they don't feel much pain and their blood is unable to transport sufficient cells and chemicals for a proper healing process. If a wound doesn't heal quickly, it is more prone to infection, which also delays the wound healing process.

It depends on many factors and variables, like are there any other illnesses such as an a compromised immune system, nutrient deficiencies because of a leaky gut, thus your body is not getting the vitamins necessary to repair or renew damaged tissue and cells.

Some wounds don't heal for months or years correctly if the source of the problem is not addressed. However, in a diabetic...this IS VERY SCARY! It is because of infection and the slow rate of healing and the chance of getting a systemic infection or even a localized one, which can result in a loss of a limb.
Call the Dotor about it, tell the nurse and describe what is happening. Have had taken your fasting sugar and your sugar level two hours after you eat before you speak with the nurse and be able to give her that information.
