I have red spots on the top of my feet. They don't itch nor do they hurt. Do I have diabetes?

This is Not a symptom of diabetes.

It could be a symptom of psoriasis, or exima or just an allergy to new shoes or socks.

See a dermotologist.
My Ex has diabetes. I never saw any spots on the top of her feet.
get tested by a doctor. If you are diabetic, it could be a serious infection, like MRSA.
