Why are my Neck, Eyes and between breast rough and dry?

My skin doesn't itch. I've been moisterizing it day and night. I tried Eucurin Cream and Jergens lotion. Nothing seems to work.

I've been taking Trinessa Birth Control for 3 months now. Could this pill make my skin feel dry, rough like sandpaper? What other reasons are there for my skin on my neck, around my eyes and between my breasts to make it dry, rough scaly?
