I have dry skin under my eyes?

The skin under my eyes especially my left is very dry, and I have circles under it.

Should I use liquid foundation and a heavy cream?

Use cream, but lay off the foundation, use a light concealer around your eyes otherwise it ll make your eyes heavy

use a moisturizer for the dryness
and use foundation for the circles

some foundation have moisturizer in it
