You can get herpes type 2 on other parts of your body including the oral region. Herpes type 1 is more commonly known as oral herpes since its site of preference is on the mouth but you can also get that on other parts of the body including the genitals. Herpes type 1 does not turn into Herpes type 2. If she has herpes type 2 on her genitals, you can not get it from kissing. If she has herpes type 2 on her mouth then there is a possibility of her passing it to you.

Oral herpes is one disease and genital is another, but there is only one test than can tell the difference and it is very expensive and rarely done unless it is specifically requested by a patient. Most doctors will do a test to see if it is herpes, but not the specific type. Point being, if she has oral herpes but showed up on her genitals, yes she can pass it on. If it is FOR SURE genital herpes, then no. It's up to you, but I wouldn't risk it.
