There is hair on my penis and little bumps too is that where hair is going to be or genital herpes?

i have never had sex i am 11 almost 12 i have heard that genital herpes is where there is bumps on your genitels. i can see some and i can feel some of them

Yeah don't worry, there's a special name for them but basically they're just hair follicles under the skin. They may grow into hairs as you get older, but many of them don't. It's normal.
