Can genital herpes be spread through donating blood?

The American Red Cross has sent us the following statement:

"Herpes simplex is not a cause for deferral from giving blood unless the donor is ill, i.e. running a fever, feeling listless or has an outbreak of sores. Herpes is kept in the body in the nerve cells, not in the blood."

HSV-2 doesn't circulate in the blood, even during an outbreak. There is no restriction on blood donation for persons with HSV-1 or HSV-2, whether oral or genital.

Blood centers routinely test all donors for many things, but to my recollection the only STDs are HIV, hepatitis B, and syphilis. If any of those is positive (or anything else, such as hepatitis C and various other things), he will be called and told the results. Donors are not tested for HSV, gonorrhea, chlamydia, or other STDs; nobody should rely on blood donation to pick up those infections.
