Rare, but it can happen. Rain coats are not always 100% guaranteed!
Best scenario is to avoid having sexual contact with someone whom has not been already tested.
Person or person's who take care of their health, will have blood, or urine samples done rountinely, especially if very sexually active.
Only abstinence is 100% effective. If this is not a person you plan on spending the rest of your life with, why take the chance?
Yes, condoms are not 100%. Best policy is testing + monogamy.
Condoms only offer a protection against fluid and skin contact however there are possible risks of this not fool proof device. IF there is any fluid contact or genital area contact even with a condom (the condom may slip or break) then you can get these STDs. So make sure you get tested even before you have sex with condoms.
