Yes, you will always have the virus (unless they come up with a cure) and as long as you have it, you can pass it on to someone else, even without visible warts. It's similar to the herpes virus in the sense that you can always pass it even when you have no outbreak. The smartest thing to do is always use a condom (or dental dam) when engaging in sexual activity, unless you're completely monogomous and your partner accepts the risks.
