My father has to perform an emergency operation in China. Will his U.S health insurance cover this?

He's got all the medical health insurance from California and the U.S gov.

This is a general enough question that a close family member should be able to inquire about directly to the insurance provider. If your concern is about costs, generally speaking, Chinese hospital bills are much, much less than in the US (at least half), and the quality of care is comparable.

In less developed parts, they would be unlikely to take in foreigners, instead they would send them to a hospital in a major city. In China only certain hospitals will admit foreigners, and these are in the more modern urban centers.
usually yes, but at a lower rate.
I suggest he speaks to his insurance company and not to yahoo answers
If it was true emergency, it will be covered. If it was something that could have waited til he returned, it will not be covered
