If he has a persistent Hep B infection than, yes, he needs to inform his sexual partners. If he is getting married, his partner should make sure s/he has received the Hep B vaccination.

But if, like the over 80% of people who contract HepB, he has cleared the infection in the first 6 months and only his Hep B antibodies remain, his partner is not at risk.
