non-reactive should mean negative
Antibodies of Hepatitis B are of many kinds:

Not reactive HBcAg antibody: never exposed to the core or inner part of the virus
Not reactive HBsAg antibody: never exposed to the surface of the virus or never vaccinated.
Not reactive HBeAg antibody (asked only when Hepatitis B is diagnosed: virus not reproducing in the body.

Abstract: Negative or not exposed to the Hepatitis B virus.
