Why is that a person becomes jaundice when they have hepatitis where the secretion of bile is green?

Well, when you contract hepatitis your liver function decreases... Your liver functions as your body's filter in the sense that it filters waste from your blood. The yellowish tint that can occur as a side effect of decreased liver function (jaundice) is caused by one of those waste products building up in your skin, that substance being billirubin. Red blood cells are destroyed when they get old or damaged. This then releases whats called hemoglobin. This is broken down to heme, and the globin parts are turned into amino acids. The heme is then turned into unconjugated bilirubin in the spleen and bone marrow. It is then bound to albumin and sent to the liver... when they cannot be filtered out efficiently by a diseased liver it gets reabsorbed by the blood and builds up in the skin giving you a yellow appearance. It also becomes more prevalent in your urine making it rather dark in appearance. Billirubin is also the substance responsible for making your feces brown... clay like whitish feces is another indication of poor liver function. As for the bile... it is usually yellow or green... although the color of bile also has alot to do with your billirubin.

It's not the bile that is staining the skin, it's a substance in the bile called billiruben...that is how the word is pronounced, I am not totally sure of the spelling. In bad cases, the yellow can actually rub off from the person.
