Diabetics are at a greater risk for impotence, but I have never heard of a greater risk of infertility.
Diabetes and infertility have no direct relationship . Check for something called anti fertility antibodies in the semen sample. check thyroid profile. check semen for other factors other than count, e.g motility, clustering, viscosity etc etc there may be some clues
