No -- you will be lightly sedated and given a local shot of lidocaine or something similiar. Afterward, will be a little sore, but the doctor can offer pain medication for this. Good luck.
Trying to figure out how painful an individual will find a particular operation is difficult. Liposuction of small areas (like the chin,) however, is usually not that uncomfortable. Patients take oral pain medications on average for a couple of days afterward. Anesthesia can be light (for example a light sedation or even just the local from the tumescent solution) during the operation.

Liposuction alone in the neck does pretty little though. It would just reduce the fatty content there. In the chin and neck this often produces a small change particularly if there are problems with skin and/or muscular elements. Just make sure that the procedure you choose has a reasonable chance of making that which bothers you better.
