What is the USDA's point of view on obesity?

Why would the USDA have a POV on it? They are the Department of Agriculture. I mean, they acknowledge that it exists and have studies on it, but other than "obesity bad", that's about it. It's really more of a CDC issue.

Just a general "avoid obesity" is about all you'll get out of the USDA, and that's only when you see their Food Guide Pyramid. They're a bit busier making sure our food supply and any additives are safe.
