Have you tried a sinus rinse. Works like magic for me. It is kind of gross but gets the allergians out of my nose as well as all the congestion. Good luck!

A cool compress (or cold eye mask) will often reduce swelling around your eyes and help with any itching.

I know it sounds obvious, but avoid things which trigger your allergies if at all possible.

Try searching the web for herbal allergy remedies. I've included a site in the sources section to get you started. Herbal remedies work for some people but not for others.

If you are not comfortable to apply anything on your eyes, I highly recommend you to consider taking Nikken Eyemate, available in small sachet form. It's vitamin for the eyes.

Taste a bit sourish that it will wake you up immediately. However for some people who likes sourish stuff might not feel it (case to case basis). Take at least 1- 3 packets a day daily.
