Is it true, the lighter the skin color the higher the risk of skin cancer?

Yes, and that is all evolution. You have probably noticed that people that live in the north of the world are lighter that the ones from the south. That is because, in the north, since there is not much sunlight or UV light, ther cells have gotten rid of something they dont really need, the melanin, which protects the skin from UV light (UV light damages the DNA, which leads to mutations, thus, cancer). Thats why they are generally blond and very pale.
People in hot countries do need melanin, since they get a bunch of UV light. Melanin acts as the sunglasses of the skin.
If you are very pale and go to the Caribbean for vacations, you need to use sunscreen more than a dark person, because you dont have that much melanin, so your DNA does not have a shield of protection.

Generally people with lighter skin, fair hair have more 'moles' and don't tolerate the sun as well as people with darker skin darker hair - this doesn't mean someone with darker skin or darker hair is immune to skin cancer though -

Yes, the more fair the skin, the greater chance of getting skin cancer. People with red hair usually have fair skin, they also have an extra substance in their skin, can't remember the name of it but they are super sensitive to sun/UV rays and are put at very high risk of getting skin cancer. The best thing to do is to protect your skin no matter what, avoid skin tanning beds and wear sunscreen all the time when going outside.

Therotically speaking yes, unforunetly.... people with lighter skin have less pigment in there skin and less melanocytes.. that is what is used to great a tan.....

people with lighter skin tend to have a higher risk of burning when exposed especially unprotected... take the sun in small exposures, always wear your SPF 15 - 30, reapply it every 1.5 hours for best results... You do not need more then a SPF 30, after that its just excess chemicals in the sunscreen,

If u feel u must use tanning beds, do short exposures that allow u to build a gradual tan...

Although anybody can get skin cancer if they have the risk factors, it's true that the lighter the skin cancer the higher the risk of getting it. That's because lighter skin people have less melanin in their skin, the pigment that makes skin cells. As a result, lighter skin people are at greater risk of skin cancer than darker skin people, although darker skin people can get it too.

Speaking of skin cancer, I was just diagnosed with melanoma. I have several risk factors that led to its development-a large number of moles, fair skin that burns easily, and several bad sunburns in the past 22 years.

The best way to protect yourself from skin cancer is to avoid sunlight between 10am-3pm, to wear spf sunblock if outdoors for a long time, long-sleeved clothing, and a wide-brimmed hat.

This is true because people wtih lighter skin colors are more snesitive to the ultra violet radiation from the sun and often get more sun burn sun spots and moles from too much sun exposure than those with darker skin colors. How ever people with lighter skin colors (and everyone) can reduce their risk of skin cancer by wearing sun screen.
