Listen to your grandma.
From what we understand about skin cancer it can take 20-40 years to develop. It is believed that a severe sunburn before the age of 18 will increase your risk of getting skin cancer later in life. It is also cumulative, meaning it can be caused by years of exposure.
Also, your picture does not look like skin cancer.

Theoretically, anyone can get skin cancer, including kids and teens. You should primarily be concerned with melanoma, which may arise from regular moles anywhere on the body, including areas not exposed to the sun. If it really worries you, it's really up to your discretion whether or not you think you should see your dermatologist. Just wait it out and see what happens to the bumps, which I highly doubt are cancerous. Trust me, I went through exactly what you're going through (hypochondria). I'm 17, and about 2 months ago, I f*cked myself over thinking I had skin cancer. If I were you, I'd be more concerned with having moles than having merely 2 bumps on my skin (which I get all the time)
