Why more women with husk voices, despite less smoking?

It used to be that years of heavy smoking would sometimes lead to women having husky voices, where it always seems a strain for them to get the words out of their throats, and any effort to increase the volume would lead to a sharp increase in pitch.

Today there is only a fraction of the amount of smoking, yet I often hear a girl/woman with this problem. For some reason there are even some radio announcers who suffer from this.
It always sounds like such an effort for them to talk, almost as though they have laryngitis.

What leads to this?
Can anything be done to cure it to allow them to talk normally?
Anything someone should/should-not do (apart from not smoking) to prevent this happening to them?

maybe that's just the voice they were born with
and do you even know these people you are talking about?
if you don't then how do you know that they don't smoke?
don't make assumptions about people
you don't know what they do on their free time
and even though there are a fraction of the number of people smoking, maybe the girls/women who have the husky voices are part of the fraction who do smoke
or it could be like i first said, they were just born with those voices
