If the power of attorney over somebody has a stroke, can he/she still be the power of attorney?

It is a legal matter and what type attorney (revocable or irrevocable, property, money, heritage etc.) it is ? The best advise can be given to you by your lawyer, the earlier the better.

The power of attorney for heathcare is a different type of POA than the financial kind.
If the person had financial AND heathcare POA prior to the stroke and still has their wits about them (as in the case of a brainstem stroke) he/she's good to go. Otherwise, see the discharge planner at the hospital/nursing home, or an attorney for advice.

If the person with the power of attorney is found to be competent then yes.
