Would a droopy eye possibly indicate a stroke or some other health issue?

On the Today show this morning, McCain's left eye was drooped. Was wondering if this is why he has suddenly decided not to have debate and to suspend campaigning. Hard to believe he'd do that over going to Washington for a vote.
