Will daily cycling improve or worsen varicose veins?

Most forms of excercise will improve your circulation and lessen the pressure on the veins that causes the bleed and bulge effect you see at the surface. Gently does it though I would not recommend a marathon! You could try having a medical stocking fitted via a refferal from your GP.
Reduced movement is a common cause of problems such as varicose veins and venous ulcers. The calf muscles act as a kind of pump, and help to stimulate veouse return. Compression is commonly used on people who are unable to move adequately, as it not only reduces the risk of DVT's etc, it can also prmote healing of ulcers etc.

Using this rationale it would make sense to assume that any exercise involving the legs, would be beneficial, in this case. Exercise is good, full stop.

However, there may be other factors involved in the varicose veins, so it would probably be wise to consult your GP, to exclude any other causes, before making a drastic change to your lifestyle.
