What is the name of the specialist? In other words. How are these type of doctors called? Please let me know. I'm trying to find one

Depends on the severity of the veins, if they are only cosmetic then some Dermatologist can correct them but if they are severe then Vascular Surgeon is gonna be your man. I work for a physician referral service so I get asked that question alot. Good luck finding your doctor :)
